A wide sloping bank sidles along a narrow waterway to the left. A tall fence borders the right edge of the bank, receding all the way into the background. A line of cylindrical posts runs parallel to the wall. Two figures in work clothes stand on the bank in the near foreground. To their left, another figure in a top hat stands at the tip of a boat at the edge of the bank. Small boats float on the waterway. The shoreline on the other side of the water is covered in buildings with tall smokestacks.
