Glossy paper has been folded into a triangular shaped hat that opens at the bottom, where a rectangular edge is folded up, forming a flat vertical brim. The paper is bright white and has been printed with a blue design of lines, dots, circles and wave shapes, with some areas filled in with bright red or bright yellow. Along the lower edge of the brim, rows of stylized wave rise up against panels patterned with dots and other shapes. Along one edge of the pointed top, a shape like flowing steam is shaded with dots. The rest of the design is mainly straight lines and circles.
